  New Orleans Mayor Ray Nagin has officially left everyone baffled as to what he actually does, by dumping the running of nearly every city responsibility once under Nagin’s purview onto the shoulders of recovery czar Edward Blakely. In effect, observers said, Nagin has elected Blakely to be – mayor.
